Community Development

 

PENDLETON COUNTY COMMUNITY DEVELOPMENT OFFICE

 

The Pendleton County Community Development Office is a collaborative partnership among the cities of Butler and Falmouth, the Pendleton County Fiscal Court, the East Pendleton County Water District, the Pendleton County Water District and the Northern Kentucky Area Development District. The purpose of the partnership is to provide the Pendleton County Community with fulltime professional community development staff to assist leadership in enhancing the quality of life for all Pendleton County residents.
 
Under the leadership of the local elected officials and that of the Northern Kentucky Area Development District, Community Development Office staff concentrated efforts in the areas of federal and state grant procurement and management, overall community development and strategic planning. Project activities ranged from recreation, downtown infrastructure redevelopment, countywide waterline construction and regional sewer system development to the development of countywide strategic economic development planning and marketing.

Areas of emphasis were divided into two main components; Administrative activities pertaining to office structure and staff support and Programmatic activities pertaining to project development and administration. 

ADMINISTRATIVE ACTIVITIES:

  • Falmouth Renaissance Program:  Serve as support staff to the Falmouth Renaissance Director and Program. Assisted Director where needed with matters regarding program development and administration.
  • Lake Williamstown:  Provided staff assistance to the Lake Williamstown Expansion Committee.
  • Staffed Meetings:  Attend monthly meetings of the Falmouth City Council, Pendleton County Fiscal Court, Pendleton County Water District, Butler City Council and the East Pendleton Water district as needed.
  • Data Source:  Served as a clearinghouse for both data and general informational requests from local community leaders as well as from interests outside the county.
  • Training:  Attended several state training programs to maintain certification as a planning project administrator.
  • Training Workshops:  Conducted workshops for the Pendleton County Planning Commission regarding technical aspects of zoning.
  • Board Service:  Served as board member of the Pendleton County Cooperative Extension Service, County Extension Council and as board member of the Extension Council Development Committee.
  • 2006 Pendleton County Community Forum:  Created the planning process for and staffed the 2006 Pendleton County Community Forum event.
  • Pendleton County Planning and Zoning Commission: Served as support staff to the planning commission and consultant in the preparation of the 2006 Pendleton County Comprehensive Plan update.
  • Local Elected Officials Workshops: Met with 2006 newly elected city and county officials to provide orientation regarding countywide project programming and development. Beginning the process to develop 2007 annual work program.
  • PROGRAMMATIC ACTIVITIES:
                                                               

-     East Pendleton Water District FY – 2005 Liberty Ridge Waterline Project:  Assisting the East Pendleton Water District with the development and administration of the Liberty Ridge Waterline Extension Project
Project activities Included:

-    Administering the KIA HB 267 grant funds to include; grant agreement preparation and submission, budget and mandatory requirement preparation and easement acquisition,
-    Bidding, Bid advertisement, contract preparation and contract award,
-    Monitoring payrolls,
-    Overseeing total project construction schedule,
-    Monitoring budget process,
-    Ensuring state and federal guidelines compliance,
-    Ensuring contractor EEO compliance,   
-    Preparing budget amendments for project extensions,
-    Preparing monthly draw requests.

  • East Pendleton Water District FY – 2005 Liberty Ridge Waterline Project (Supplemental Appropriation:  Assisting the East Pendleton Water District with the administration of the Liberty Ridge Waterline Extension Project. Project activities included:

-    Preparing and submitting the HB 380 grant agreement and all supporting documentation to KIA to gain full release of funds,
-    Developing the project budget and financial management system,
-    Coordinated meetings with KIA regarding funding.
                                            

  • East Pendleton and Pendleton County Water Districts Joint FY – 2005 Supply Wells Development Project:  Assisting the East Pendleton Water District and the Pendleton County Water District with the development and administration of the Supply Wells Development Project. Project activities included:

-    Preparing and submitting the HB 380 grant agreement and all supporting documentation to KIA to gain full release of funds,
-    Developing the project budget and financial management system,
-    Coordinated meetings with KIA regarding funding.

  • Lake Williamstown Expansion Project:  Providing staff assistance to the Lake Williamstown Expansion Committee regarding the proposed expansion of Lake Williamstown from current 300 acres to 1,300 acres. The project activities included:

-    Preparing agendas, setting meetings, preparing annual budgets, creating planning processes and collecting information for committee review,

-    Coordinating the planning process to develop a scope of work regarding the submittal of a 404 permit to the Army Corp of Engineers and 401 Water quality permit to the Kentucky Division of Water, 

-    Performed research regarding methods and procedures by with the committee may be reconstituted into a regional watershed development authority,

-    Conducted a full procurement of a law firm to assist the Lake Williamstown Expansion Committee with research and assistance regarding the reconstitution of the committee into a Regional Lake Williamstown Watershed Development Authority,

-    Administering a program through the University of Kentucky Landscape Architected Department to develop land use design concepts for the expanded lake area. These concepts deal primarily with housing, lakeshore preservation and lake watershed environmental protection,

  • Overseeing the development of a Geographic Information Systems (GIS) overlay boundary map of the lake and watershed area. This map will delineate both the water body to be formed and specific properties to be impacted. The names of all impacted property owners is to be incorporated into an excel spreadsheet for ease of reference. The GIS overlay map is being prepared by GIS staff at the Northern Kentucky Area Development District.

 

  • Water Project Planning:  Prepared and submitted one additional KIA 2020 water project profile to the Northern Kentucky Area Development District for the development of future waterline extensions throughout the county.

 

  • Pendleton County Regional Sewer Development Authority: Served as support staff to the Pendleton County Fiscal Court and the cities of Falmouth and Butler regarding the research, development and local legislative approval of the Pendleton County Regional Sewer Development Authority. The purpose and function of this Advisory commission is to assist the county and both cities in the creation of a comprehensive planning process regarding the development and expansion of sewer infrastructure through out the county.

 

  • Pendleton County FY – 2005 Area Development Fund; Emergency Operations Center (EOC) Equipment Purchase Project:  Prepared and submitted an FY – 2005/2006 Area Development Fund application to the Governor’s Office for Local Development on behalf of the fiscal court. Project activities included:

-     Submitting all required documentation to constitute full release of funds,
-     Submitting required documentation to initiate draw down of funds.

  • Pendleton County / City of Falmouth Joint FY – 2006 Park System Development Project: Prepared and submitted a FY 2006 Land and Water Conservation Fund grant application to the Governor’s Office for Local Development to fund development of additional lighting for the baseball fields at Pendleton Athletic Park and the development of a skate facility at Max Goldberg Park.
          Project activities included:

-    Project formulation,
-    Grant Preparation,
-    Document preparation to gain full release of funds,
-    Project budget development,
-    Ensuring compliance with state and federal program requirements,
-    Coordinating the execution of the grant agreement.

  • Pendleton County FY – 2005 Athletic Park Recreational Trail Development:  Assisted the fiscal court with administration of a FY – 2003 National Recreational Trails Grant. Project activities included:

-    Monitoring Project activities,
-    Ensuring compliance with state and federal program requirements,
-    Maintaining the project budget,
-    Coordinating the execution of the grant agreement,
-    Preparing all invoice and administrative forms for a final draw request,
-    Prepared the final closeout agreement.

  • Pendleton County FY – 2006 Homeland Security Communications Upgrade Project:  Prepared and submitted an FY – 2006 Home Land Security Grant on behalf of the fiscal court. Project entailed purchasing a computer-aided communications system for city and county law enforcement vehicles. Project will provide police, fire and Emergency Management System first responders with communications equipment, which will allow them to communicate with each other and central dispatch, no matter where in the county they are located.

 

  • Pendleton County FY – 2007 Homeland Security; Commercial Mobile Radio Service Board Communications Upgrade Project:  Prepared and submitted an FY – 2007 Home Land Security Grant to Frankfort on behalf of the fiscal court. Project entailed purchasing an enhanced E-911 communications system for the county. Project will replace existing system, which has become obsolete.

 

  • 2006 Pendleton County Community Forum: Coordinated the 2006 Pendleton County Community Forum. This planning forum is conducted on an annual basis to bring all Pendleton County elected leadership together to discuss common priorities for planning and project development in the upcoming fiscal year. Administrative activities involved developing a planning process, procuring a moderator, developing an invitees list, developing an agenda and promoting the event to local elected leadership and the community via fiscal court and city council meetings, direct mail and through the media. For 2006, the top four priorities, in order of need,  were:

1.    Creation of a county wide zoning ordinance,   
2.    Expansion of Lake Williamstown from a 300-acre lake to a 1,300 acre Lake,
3.    Expansion of water and wastewater improvements throughout the county,
4.    Expansion of fire and emergency management services countywide. 

  • Butler FY – 2005 Williams Place Redevelopment:  Assisting the city of Butler regarding the redevelopment of the former Butler Commons building.    
         Project activities included:

-    Negotiating the purchase of the property from the current property owner,
-    Coordinating development activities with the Brighton center as developer of the project and assisting them in securing full grant and loan release of funds,   
-    Assisting as liaison between Brighton Center and the project architect,
-    Issuing CDBG letters of certification and assurance,
-    Preparing the CDBG Environmental Review Record,   
-    Finalizing the project budget,
-    Preparing all CDBG mandatory requirements to constitute full release of funds.

      The project schedule is for construction to start in the spring of 2007 and be complete by early 2008.

  • Butler FY – 2005 HB 267 Sewer Project:  Assisting the city of Butler with project planning and implementation to redevelop and extend its wastewater collection system. Project activities include:

-    Procurement of the project engineer,
-    Development of the financial management system,
-    Assisting engineer with planning and coordination of project activities,
-    Administering the KIA HB 267 grant funds to include; grant agreement preparation and submission, budget and mandatory requirement preparation and easement acquisition,
-    Bidding, Bid advertisement, contract preparation and contract award,
     -   Overseeing total project construction schedule,
-    Monitoring budget process,
-    Monitoring payrolls, and ensuring contractor EEO compliance,   
-    Ensuring state and federal guidelines compliance,
-    Preparing budget amendments for project extensions,
-    Preparing monthly draw requests. 

  • Falmouth FY – 2001/2005 Streetscape Project:  Provided administration of a
         FY – 2000 T – 21 Streetscape Renaissance grant.

Project area included one block of Main Street from the courthouse to Shelby Street and two blocks of Shelby Street from Main Street to Maple Street.
 
Project activities included burial of all overhead utilities, new street lighting and replacement of sidewalks. Project was bid in late fall of 2005. Construction concluded in November of 2006.

    
Project activities included:

-    Assisting with finalization of the project engineering,
-    Administering the T – 21 and CDBG grant funds to include; grant agreement preparation and submission, budget and mandatory requirement preparation and easement acquisition,
-    Preparing the project financial management system,
-    Coordinating public participation requirements for each grant program,
-    Preparing all grant award contracts,
-    Bidding, Bid advertisement, contract preparation and contract award,
-    Overseeing total project construction schedule,
-    Monitoring budget process,
-    Monitoring payrolls, and ensuring contractor EEO compliance,   
-    Ensuring state and federal guidelines compliance,
-    Preparing budget amendments for project extensions,
-    Preparing monthly draw requests,
-    Preparing documentation to closeout the T – 21, Renaissance and
     CDBG grant funds.

  • Falmouth FY – 2002 2020 Water Systems Improvements Project:  Provided administration of the city of Falmouth FY – 2002 water treatment systems improvements project
    Project activities included:
     
    -    Preparing the project financial management system,
    -    Coordinating public participation requirements for the grant program,
    -    Preparing all grant award contracts,
    -    Bidding, Bid advertisement, contract preparation and contract award,
    -    Overseeing total project construction schedule,
    -    Monitoring payrolls, and ensuring contractor EEO compliance,
    -    Monitoring construction contract compliance,   
    -    Ensuring state and federal guidelines compliance,
    -    Preparing budget amendments for project extensions,
    -    Preparing monthly draw requests,
    -    Preparing documentation to closeout the KIA 2020 grant fund.

 

  • Falmouth FY – 2004 HB 269 Regional Sewer System Improvements Project:  Administered the Falmouth FY – 2004 sewer system improvement project. Project to purchase property and perform engineering regarding the construction of a .5 m.g.d. regional sewage treatment plant for the city and community.

 Project activities included:

-    Preparing the project financial management system,
-    Coordinating public participation requirements for the grant program,
-    Preparing all grant award contracts,
-    Bidding, Bid advertisement, contract preparation and contract award,
     -   Overseeing total project construction schedule,
-    Monitoring payrolls, and ensuring contractor EEO compliance,
-    Monitoring construction contract compliance,   
-    Ensuring state and federal guidelines compliance,
-    Preparing budget amendments for project extensions,
-    Preparing monthly draw requests,
-    Coordinating all development and administrative activities between the
     engineer, city and DOW, especially as related to environmental planning,
-    Formulating a planning process to apply for a joint city/county Community Development Block Grant in the early spring of 2006 for construction.
-    Preparing a project amendment to purchase fencing,
-    Preparing monthly draw requests,
-    Preparing Documentation to close out the HB 269 KIA grant.

  • Falmouth FY – 2006 HB 267 Regional Sewer System Improvements Project:  Administering the Falmouth FY – 2006 sewer system improvement project. Project activities included:

-    Preparing and submitting the HB 267 grant agreement and all supporting documentation to KIA to gain full release of funds,
-    Developing the project budget and financial management system,
-    Coordinated meetings with KIA regarding funding.

  • Falmouth FY – 2006 Community Development Block Grant Applied To  Regional Sewer System Improvements Project: Prepared and submitted a FY 2006 Multi-Jurisdictional Community Development Block Grant (CDBG) application to the Governor’s Office for Local Development to fund construction of a .5 m.g.d. regional waste water treatment plant for the city of Falmouth and the southern portion of Pendleton County.
    Project activities included:

-    Assisting with finalization of the project engineering,
-    Preparing and submitting the CDBG grant
-    Administering the CDBG grant funds to include; grant agreement preparation and submission, budget and mandatory requirement preparation, easement acquisition, preparation of the Environmental Review Record and all supporting documentation necessary to gain a full release of funds,
-    Assisting city and engineer with all application and supporting documentation requirements necessary to gain full release of funds,
-    Preparing the project financial management system,
-    Preparing all documentation to acquire easements.

  • Falmouth Urgent Treatment Center Development Project:  Assisting the city with research regarding the development of an urgent treatment center facility in Falmouth. Project objectives are as follows:

-    To provide immediate medical assistance to patents involved in an accident,
-    To treat medical conditions such as broken limbs and lacerations,
-    To be available extended hours each day,
-    To provide treatment on weekends
