PENDLETON COUNTY COMMUNITY DEVELOPMENT OFFICE
The Pendleton County Community Development Office is a partnership that includes the cities of Butler and Falmouth, the Pendleton County Fiscal Court, the East Pendleton County Water District, the Pendleton County Water District and the Northern Kentucky Area Development District. The purpose of the partnership is to ultimately enhance the quality of life for all Pendleton County residents.
Under the leadership of the local elected officials and that of the Northern Kentucky Area Development District, Community Development Office staff concentrated efforts in the areas of federal and state grant procurement and management, overall community development and strategic planning. Project activities include recreation, downtown infrastructure redevelopment, county-wide waterline construction, a regional sewer system and development of a countywide strategic economic development planning and marketing strategy.
Some of the Program activities Community Development Office has been involved with include the following:
• East Pendleton Water District’s Liberty Ridge Waterline Project. Assisted the East Pendleton Water District with the development and administration of the Liberty Ridge Waterline Extension Project
• East Pendleton Water District Liberty Ridge Waterline Project (Supplemental Appropriation). Assisted the East Pendleton Water District with the administration of the Liberty Ridge Waterline Extension Project.
• Pendleton and Pendleton County Water Districts Joint Supply Wells Development Project. Assisted the East Pendleton Water District and the Pendleton County Water District with the development and administration of the Supply Wells Development Project.
• Lake Williamstown Expansion Project. Providing staff assistance to the Lake Williamstown Expansion Committee regarding the proposed expansion of Lake Williamstown from current 300 acres to 1,300 acres.
• Overseeing the development of a Geographic Information System (GIS) overlay boundary map of the lake and watershed area. This map will delineate both the water body to be formed and specific properties to be impacted. The names of all impacted property owners is to be incorporated into an excel spreadsheet for ease of reference. The GIS overlay map is being prepared by GIS staff at the Northern Kentucky Area Development District.
• Water Project Planning. Prepared and submitted one additional KIA 2020 water project profile to the Northern Kentucky Area Development District for the development of future waterline extensions throughout the county.
• Pendleton County Regional Sewer Development Authority. Served as support staff to the Pendleton County Fiscal Court and the cities of Falmouth and Butler regarding the research, development and local legislative approval of the Pendleton County Regional Sewer Development Authority. The purpose and function of this Advisory commission is to assist the county and both cities in the creation of a comprehensive planning process regarding the development and expansion of sewer infrastructure through out the county.
• Pendleton County Area Development Fund. Emergency Operations Center (EOC) Equipment Purchase Project. Prepared and submitted an Area Development Fund application to the Governor’s Office for Local Development on behalf of the fiscal court
• Pendleton County / City of Falmouth Joint Park System Development Project. Prepared and submitted a FY 2006 Land and Water Conservation Fund grant application to the Governor’s Office for Local Development to fund development of additional lighting for the baseball fields at Pendleton Athletic Park and the development of a skate facility at Max Goldberg Park.
• Pendleton County Athletic Park Recreational Trail Development. Assisted the fiscal court with administration of a National Recreational Trails Grant.
• Pendleton County Homeland Security Communications Upgrade Project. Prepared and submitted a Home Land Security Grant on behalf of the fiscal court. Project entailed purchasing a computer-aided communications system for city and county law enforcement vehicles. Project will provide police, fire and Emergency Management System first responders with communications equipment, which will allow them to communicate with each other and central dispatch, no matter where in the county they are located.
• Pendleton County Commercial Mobile Radio Service (CMRS) Board Communications Upgrade Project. Prepared and submitted a CMRS Grant to Frankfort on behalf of the fiscal court. Project entailed purchasing an enhanced E-911 communications system for the county. Project will replace existing system, which has become obsolete.
• 2006 Pendleton County Community Forum. Coordinated the 2006 Pendleton County Community Forum. This forum is conducted on an annual basis to bring all Pendleton County elected leadership together to discuss common priorities for planning and project development in the upcoming fiscal year. For 2006, the top four priorities, in order of need, were:
1. Creation of a county wide zoning ordinance
2. Expansion of Lake Williamstown
3. Expansion of water and wastewater improvements countywide
4. Expansion of fire and emergency services countywide.
• Butler Williams Place Redevelopment. Assisted the City of Butler in the redevelopment of the former Butler Commons building.
• Butler HB 267 Sewer Project. Assisted the city of Butler with project planning and implementation to redevelop and extend its wastewater collection system.
• Falmouth Streetscape Project. Provided administration of a Streetscape Renaissance grant. Project area included one block of Main Street from the courthouse to Shelby Street and two blocks of Shelby Street from Main Street to Maple Street. Project activities included burial of all overhead utilities, new street lighting and replacement of sidewalks. Project was bid in late fall of 2005. Construction concluded in November of 2006.
• Falmouth 2020 Water Systems Improvements Project. Provided administration of the city of Falmouth water treatment systems improvements project.
• Falmouth HB 269 Regional Sewer System Improvements Project. Administered the Falmouth sewer system improvement project. Project to purchase property and perform engineering regarding the construction of a .5 m.g.d. regional sewage treatment plant for the city and community.
• Falmouth HB 267 Regional Sewer System Improvements Project. Administering the Falmouth sewer system improvement project.
• Falmouth Community Development Block Grant Applied To Regional Sewer System Improvements Project. Prepared and submitted a Multi-Jurisdictional Community Development Block Grant (CDBG) application to the Governor’s Office for Local Development to fund construction of a .5 m.g.d. regional waste water treatment plant for the city of Falmouth and the southern portion of Pendleton County.
• Falmouth Urgent Treatment Center Development Project. Assisting the city with research regarding the development of an urgent treatment center facility in Falmouth.
